If they are parked illegally, of course you can get fined. If it's legal street parking though..... I'm not sure what you want people to do. Park their cars outside of the town or neighborhood they are visiting, then walk to where they are going? Just ride on the sidewalk in those situations. If it's overly crowded and heavy traffic, then it's probably not the best place to ride a bike.
