I don't understand the ruling. My understanding is that The conviction was overturned because inadmissible testimony was entered into the court. How was that not screened for?

The person who screens for it is the judge. The judge ruled that the testimony was admissible. The higher court decided that the judge was wrong. This is the system working. Weinstein will most likely be convicted again, but even if acquitted, he will die in a Californian jail anyway.
